中華民國立法院於6月1日預算協商主決議中，要求交通部促中華電信提供獨立媒體新唐人亞太電視台｢中新二號｣（ST-2）衛星頻寬，但中華電信至今未遵照該決議與新唐人亞太台完成衛星續約，引起長期與台灣交好，並且在歐洲議會主管民主及人權事務的副主席愛德華-麥克米蘭-史考特（EDWARD M C MILLAN-SCOTT）的關注。
愛德華副主席於6月16日致函給馬英九總統，希望這個續約事件能迅速公平的獲得解決，並請馬總統調查此事，提供解決方案，讓新唐人繼續使用中華電信的衛星服務向亞洲傳播新唐人寶貴的傳播。
他在信中寫道：｢我在歐洲議會的同僚及我個人熱切的希望這個事件能獲得迅速公平的解決。不幸地，我們之前得知中國政權為了終結新唐人的報導而對（衛星）傳播公司施壓。｣
因中華電信再三以頻寬不足為由拒絕將具有政府保障的中新二號衛星服務提供給原租戶新唐人亞太台，造成海內外一片譁然，該續約事件雪球越滾越大，台灣行政院、立法院先後表態支持新唐人，但中華電信仍不續約。
愛德華遺憾地指出，｢聲稱中新二號頻寬不足所以不能支援新唐人，而這個消息竟是來自世界上科技最先進的國家之一的台灣，而台灣與歐盟有著活躍的往來。｣
身為歐洲議會負責民主及人權事務的副主席，同時也是一位台灣的盟友，愛德華說：｢我尊敬地促請您去調查這個事件，並且能嘗試達成一個解決方案：允許新唐人使用中華電信的衛星，向亞洲地區繼續他們寶貴的傳播。｣
截至目前，包括長期關注獨立媒體新聞自由的記者無疆界組織、自由之家、美國國會台灣聯線的共同主席及香港政黨領袖，均相繼要求馬英九支持新唐人衛星續約，並公開質疑中華電信拒絕與新唐人亞太台續約的原因不單純。
在各方呼籲之下，中華電信遲不與新唐人完成衛星續約，使得歐洲議會、美國國會對台灣政府是否繼續支持民主自由提出質疑。
基於中共不斷以政治力及經濟利益對提供新唐人衛星服務的衛星公司施壓，台灣前後任記者協會主席也將新唐人亞太台是否能繼續獲得有台灣政府保障的衛星服務，視為台灣政府及官方控制的公司是否臣服於對岸經濟利益，而拱手犧牲台灣人民言論及新聞自由的指標事件。
獲知愛德華副主席16日致函馬英九總統並表態支持後，新唐人亞太台發言人朱婉琪對此表示感謝，並認為“中華電信與新唐人續約拖得越久，對政府、公司的負面影響越大，希望雙方能及早完成續約，讓事件圓滿落幕。”

主題：關於中華電信拒絕與新唐人衛星續約之事
我寫信來是希望您關注中華電信拒絕與新唐人衛星續約引發的擔憂。
根據不同的來源，中華電決定結束傳送新唐人（衛星訊號），理由是它的衛星頻寬問題，然而新唐人之前便使用中新一號的衛星頻寬傳送，現在中華電信選擇適用中新二號衛星的頻寬，聲稱中新二號提供更少的頻寬所以不能支援新唐人。而這個消息竟是來自世界上科技最先進的國家之一的台灣，而台灣與歐盟有著活躍的往來。
我聞知立法院在六月一日的預算協商中達成決議要支持新唐人度過困境，要求政府讓新唐人上中新二號衛星，我感到鼓舞。更令人感到鼓舞的是，兩黨的委員都廣泛支持這項決議。
有大量文件證明北京對於所有的中國媒體維持完整的控制，更企圖控制所有資訊得以進出中國的媒體。但這依然取決於自由世界如何因應這種企圖。
我在歐洲議會的同僚及我個人熱切的希望這個事件能獲得迅速公平的解決。不幸地，我們之前得知中國政權為了終結新唐人的報導而對（衛星）傳播公司施壓。其中一例是發生在2008年總部在法國的歐洲電信衛星公司Eutelsat臣服於中國的壓力；可悲的是，儘管歐洲議會為此做成一書面決議聲明，歐洲電信衛星公司還是不恢復（新唐人）報導。2010年，法國法庭下令調查本案，以及任何來自於中國的干擾。本案目前正在進行中。
我對台灣的民主及新聞自由有信心，台灣被視為一個有活力的自由社會，身為歐洲議會負責民主及人權事務的副主席，也是一位台灣的盟友，我尊敬地促請您去調查這個事件，並且能嘗試達成一個解決方案：允許新唐人使用中華電信的衛星，向亞洲地區繼續他們寶貴的傳播。

RE: REFUSAL TO RENEW NTD'S SATELLITE CONTRACT BY CHUNGHWA
TELECOM
I am writing to bring to your attention the worrying refusal to renew New Tang Dynasty Asia Pacific Television’s (NTD) satellite contract by Chunghwa Telecom (CHT).
According to various sources, CHT decided to end broadcasting of NTD due to an issue withthe bandwidth of its satellites; whereas NTD has previously been broadcast using ST-1 bandwidth satellite, CHT has now opted to use ST-2 bandwidth. CHT claims that ST-2 offers a much more limited bandwidth which cannot support NTD.
This news comes in light of Taiwan being one of the most technologically advanced
countries in the world, adding to the thriving relationship it has with the European Union.
I am encouraged by reports that the Legislative Yuan had a resolution in the budget
negotiation on 1 June in support of NTD's plight and asked the government to reinstate NTD on ST-2. Even more encouraging is that Members from both political parties showed wide support for this resolution.
It is well-documented that Beijing maintains complete control over all media in China, and attempts to control media flow in and out of the country. However, it is still up to the free world how to react to such an attempt.
My colleagues in the European Parliament and I are eager for this matter to be resolved quickly and fairly, as we have unfortunately seen before that the Chinese regime has put pressure on broadcasting companies to end their coverage of New Tang Dynasty Television.
One such example was in 2008 when French company Eutelsat bowed to Chinese pressure; sadly, despite a Written Declaration being adopted in the European Parliament, Eutelsat still have not reinstated coverage. In 2010 the French courts ordered an inquiry into this case and any Chinese interference which may have occurred, which is ongoing.
I have faith in the democracy and freedom of press in Taiwan, which is viewed as a vibrant and free society. As Vice-President of the European Parliament responsible for democracy and human rights, and as a close friend of Taiwan, I respectfully urge you to look into the matter and try to reach a solution that allows NTD to continue its valuable broadcasting to the Asian region using CHT satellites.
I appreciate your attention to this matter and encourage you to continue supporting free and independent media and democracy.
